Task 2. <br />Data Devela men Research and Anal sis <br />This task wi.l.l be concurrent with Task 1 and will follow up on the research effort involved in <br />Phase I of the Plan by investigating in more depth those specific areas of concern that are <br />identified during Task 1. each issue and concern and each goal and objective will raise questions <br />that the State of the Watershed Report nay not fully answer. For instance, one of the goals <br />identified naay be to increase the number of remote~access stream gauges in the watershed but the <br />State of the watershed Report may not include data on the cost of installing and maintaining such <br />facili~es. `This Task would allow for follow-up inqua~es that would assemble this critical <br />information so that any recommendations of the Plan would include the cost element. The <br />products associated with this task will be a supplement to the State of the watershed Report that <br />adds information in those areas of concern. identified by Task 1. <br />Task 3 <br />Prioritized devela went conservation and im rovenaent ro" ects <br />Tasks l and 2 will identify, among other things, speeif~c projects aimed at immediate <br />improvements to local. water :management. Projects could address such issues as water storage or <br />diversion, conservation measures, water quality control, riparian or in~stream habitat, non~point <br />pollution, irrigation infrastxu.cture, or other readily-identifiable needs or problems. Task 3 will <br />prioritize and analyze these projects in terms of cast, regulatory issues, feasibility, jurisdiction, <br />etc. and will produce a matrix ranking the projects ~. terms of overall effectiveness. <br />Task 4 <br />Prioritized le illative and re ato recanamendatiansfor local avern~nents <br />This Task will consist of the development of recommended actions specifically tailored for local <br />governments. They will take into account local governments' authority and statutory <br />responsibilities, cost, caordi.nation with other agencies and existing regulations and laws. Local <br />government in this case refers to City, Town and County governments. The product of this Task <br />element will be a list of recommended action far each government jurisdiction within the <br />watershed, prioritized in terms of need and effectiveness. <br />Task S <br />Prioritized legislative and regulatory recon~nendations for other water management agencies. <br />Many other public and private agencies have some degree of authority aver local water resources, <br />ranging from ditch companies to water and sanitation districts to the Colorado State Cxovernment <br />to Federal agencies such as the Forest Service and the Bureau of Reclamation. This Task will <br />consist of the development of reconunended and prioritized legislative and regulatory actions to <br />be submitted to these agencies in consideration of their various areas of responsibility. In addition, <br />recommendationswill becrafted for individuals to apply to their own use of water as a water <br />rights bolder or consumer, ~I`he product of this task will be a list of recommended actions, policies <br />and regulations recommended for each agency, prioritized in terms of need and effectiveness. <br />Task 6 <br />Recommendations far Im. lementation and ~onitorin <br />.Although each of the recon~mendatians noted above constitutes an implementation measure, there <br />are other implementation measures that will be more general and may involve actions by more <br />than one governn~.ent or agency. For instance, one implementation measure might involve the <br />development of a watershed~wide interactive web site that would provide real-time information to <br />the community on water bows, forecasts, water quality measurements, etc. This Task will identify <br />
