Phase of the watershed Plan was a State of the watershed Report, intended to catalog and analyze the water resources and needs within the Roaring Fark watershed, using existing data source, has been in progress for one year and is expected to be completed by February of ZooB. The State of the watershed Report will provide the basic data needed to develop strategies and priorities for future management of the Roaring Fark watershed in Phase lI of the Roaring Fork watershed Plan. Phase ll of the Plan will include a set of Goals and Db j ectives to be developed through citizen input and in consultation with local govern~aaents and water managers. Phase Il of the Plan will yield a set of findings on critical issues rals~d by the data developed in the Roaring Fork watershed Plan. Although the exact nature of those findings cannot be predicted at this tune they might address such issues as: - The potential impact of increased ~ansbasin diversions an local water quantity and quality - The prof ected impacts of residential and consmercial growth and changing land uses on local water resources - Local wildlife habitat, wildlife populations or ecosystem. components that nri.ght be threatened due to changing water uses - Use trends ~n areas of domestic water use, agriculture, recreation and in~stream uses, commercial and industrial uses and conservation - Trends in water quality In addition, the Plan will include recommendations far future water management policies and activities to be submitted for the consideration of local water managers and governments. Those recommendationswill betied to accomplishment of the Plans Goals and Gbjectives. Recom7mendationsmlght address the following; - water conservation measures to be adopted by rnajar water users and suppliers - Drought management policies - River and lake setback standards - Construction standards ai.~ned at protecting water resources from construction related impacts - Stormwater treatment standards - water rights acquisition programs - Specific water development projects aimed at meeting the plan's goals and objectives - Further studies ar followup projects 5. L Tans Task 1 I~evelo Issues Concerns Goals and ab' ectives This task will consist of an extensive public outreach effort ain~,ed at developing a consensus among interested local citizens and water managers regarding the issues to be addressed in the Plan and the goals of the Plan. Stakeholder contacts, interviews and meetings will be organized to assemble a broad range of opinion and to identify the major issues and concerns raised by the information contained in the State of the Watershed Report. The Goals and abj ectives for the Phase Il plannin.g effort will be identified as the desired outcomes of the planning process. The product of this Task will be a comprehensive listing of issues, concerns, goals and objectives.
