3, .Far applications that include a request far funds from the Statewide account, describe how <br />the water activity meets the .Evaluation Criteria. <br />This application Seeks funds from the Bann Account only. <br />4. Please provide an overview of the water project to be funded. <br />Phase of the watershed Plan was a State of the watershed Report, intended to catalog and <br />analyze the water resources and needs within the Roaring Fark watershed, using existing data <br />source, has been in progress for one year and is expected to be completed by February of ZooB. <br />The State of the watershed Report will provide the basic data needed to develop strategies and <br />priorities for future management of the Roaring Fark watershed in Phase lI of the Roaring Fork <br />watershed Plan. Phase ll of the Plan will include a set of Goals and Db j ectives to be developed <br />through citizen input and in consultation with local govern~aaents and water managers. Phase Il of <br />the Plan will yield a set of findings on critical issues rals~d by the data developed in the Roaring <br />Fork watershed Plan. Although the exact nature of those findings cannot be predicted at this tune <br />they might address such issues as: <br />- The potential impact of increased ~ansbasin diversions an local water quantity and quality <br />- The prof ected impacts of residential and consmercial growth and changing land uses on local <br />water resources <br />- Local wildlife habitat, wildlife populations or ecosystem. components that nri.ght be threatened <br />due to changing water uses <br />- Use trends ~n areas of domestic water use, agriculture, recreation and in~stream uses, <br />commercial and industrial uses and conservation <br />- Trends in water quality <br />In addition, the Plan will include recommendations far future water management policies and <br />activities to be submitted for the consideration of local water managers and governments. Those <br />recommendationswill betied to accomplishment of the Plans Goals and Gbjectives. <br />Recom7mendationsmlght address the following; <br />- water conservation measures to be adopted by rnajar water users and suppliers <br />- Drought management policies <br />- River and lake setback standards <br />- Construction standards ai.~ned at protecting water resources from construction related <br />impacts <br />- Stormwater treatment standards <br />- water rights acquisition programs <br />- Specific water development projects aimed at meeting the plan's goals and objectives <br />- Further studies ar followup projects <br />5. Please summarize the proposed Scope of fork. <br />L Tans <br />Task 1 <br />I~evelo Issues Concerns Goals and ab' ectives <br />This task will consist of an extensive public outreach effort ain~,ed at developing a consensus <br />among interested local citizens and water managers regarding the issues to be addressed in the <br />Plan and the goals of the Plan. Stakeholder contacts, interviews and meetings will be organized to <br />assemble a broad range of opinion and to identify the major issues and concerns raised by the <br />information contained in the State of the Watershed Report. The Goals and abj ectives for the <br />Phase Il plannin.g effort will be identified as the desired outcomes of the planning process. The <br />product of this Task will be a comprehensive listing of issues, concerns, goals and objectives. <br />
