Describe how the water activi meets these Threshold Criteria <br />1. The water activity meets the el igihility requirements outlined in Fart 2 of the Criteria and <br />Cr'uidelines <br />As a government body organized under applicable State statutes, the Ruedi water and <br />Power Authority is clearly eligible to apply for finds and to adnvnister those funds in pursuit <br />of any eligible water activity. Since the watershed Plan is a study of local structural, non <br />structural, consumptive, and non-consumptive needs, it is clearly eligible as de~.ned in the <br />Criteria and guidelines <br />~. The water activity is consistent with Section 3.5-75-IOZ Colarado .devised ~"tatutes. <br />The Roaruag Fork watershed~Plan was deemed to comply with Section 35-75-102 <br />Colorado Revised Statutes in the course of being awarded funding from the water Supply <br />Reserve Account ~. 2Qd~~2447. Phase B of the watershed Plan is not substantially different <br />from Phase 1 that was funded under the previous grant, in terms of its eligibility. Phase Il will <br />consist of the establishment of planning goals and objectives through a public process, a <br />determination ofbasin-wide water needs and available supplies, and recon~mea~dations of <br />actions, policies and prof ects intended to maintain. local water quality and quantity and provide <br />appropriate water supplies far identified needs. None of the recommendations, findings or <br />proposals will challenge existing water law ar water rights nor will they restrict or impair the <br />ability of water rights holders to use or dispose of water rights in any manner permitted under <br />Colarado law. The Ruedi water and Power Authority does not hold any water rights nor does <br />it have jurisdiction over any local water except for that amount which the Authority contracts <br />from Raedi Reservoir. Therefore, any findings or recona~nendations of the watershed .Plan <br />will have no force or effect in and of themselves but will, rather, need to be adapted and <br />enforced by local governments or water management agencies ~. order to be implemented. <br />3. The water activity underwent an evaluation and approval process and was approved by the <br />.Basin .roundtable, etc <br />To be determined by the action of the Colorado Basin Roundtable, the question to be <br />taken up at the BRT meeting of November 2G, 207. <br />4. The water activity meets the provisions of Sect~'on 37 75-1442}, C.S. <br />Section 3775-1042}provides for the study of water needy and supplies within the respective <br />basins of the Basin Round Tables and recommendations based on those studies. The Roaring <br />Fork watershed Plan is intended to carry out such a study and to provide such <br />recomanendatians on asmaller scale, that is, within the con:~n.es of the Roaring Fark <br />watershed. The Roaring Fork watershed Plan will use information franc the Statewide water <br />Supply Initiative, and many other sources, to assess local needs and resources and to develop <br />recommendations for matching needs with available supplies. The Plan has already solicited <br />the active input of local governments, water managers, stakeholders and interested citizens and <br />will continue to do so in the course of Phase lI of the Plan. The results of the Plan will be made <br />available while in progress and when complete to the Colorado Basin Roundtable and the <br />public at large. <br />
