protect and respect property and water rights, and which are consistent with the policies, objectives and <br />current management goals of the agencies involved. As above, recommendations will be prioritized <br />according to their effectiveness in identifying and responding to consumptive and non-consumptive <br />needs. The product of this task will be a list of recommended actions for submission to each agency. As <br />noted above, these will only go into effect when adopted and implemented by the appropriate agency <br />through their respective rule-malting or adoption procedures. <br />Task 5 <br />Recommendations for Implementation and Monitoring <br />Although each of the reconunendations noted above constitutes an implementation measure, there are <br />other implementation measures that will be more general and may involve actions by more than one <br />government or agency. For instance, one implementation measure might involve the development of a <br />watershed-wide interactive web site that would provide real-time information to the community on water <br />flows, forecasts, water quality measurements, etc. Tlus Task will identify such implementation measures <br />and list them in order of priority, including recommendations for which agency, government or other <br />entity might most reasonably take responsibility for them. Likewise, recommendations for monitoring of <br />water quality and quantity may include measures that are not currently within the jurisdiction of an <br />existing government or agency. This Task will identify such measures and list them in order of priority <br />taping into account such elements as cost, jurisdiction and feasibility. All recommendations will be <br />developed in consideration of existing laws and regulations to avoid conflict. All recommendations will <br />include a disclosure statement which verifies that the recommendation does not contradict, undermine, or <br />supercede existing law. This Task will be undertaken by the RWAPA and Roaring Fork Conservancy <br />Staff with the assistance of other parties as may be required. As noted above, the process for developing <br />recommended implementation actions will be consensus-based and collaborative and will be aimed at <br />developing recommendations which are consistent with existing policies and programs. <br />Task 6 <br />Recommendations for Further Study <br />The State of the Watershed Report and the tasks described above will undoubtedly reveal data gaps and <br />areas where further research is needed to fully understand local water resources. Tlus Task will entail <br />defining those gaps and recommending further study, prioritized as to its urgency and usefulness. All <br />recommendations will be developed in consideration of existing laws and regulations to avoid conflict. <br />All recommendations will include a disclosure statement which verifies that the recommendation does <br />not contradict, undermine, or supercede existing law. Further study will be generally defined and listed to <br />provide a basis for ongoing work on watershed issues and analysis. <br />Task 7 <br />Comailation of Watershed Plan_ Publishing and Presentation <br />This Taslc will consist of compiling the findings, lists and accompanying narrative described above, <br />publishing it in an attractive and easily-read form and presenting it to local governments and water <br />agencies as both a draft and a final product. This Task will involve in-person presentations to those <br />groups using visual aids and allowing for discussion and amendment to the greatest possible extent. The <br />product of this Task will be a final document. <br />Discussion: <br />The proposed Phase 2 watershed study is a continuation of ongoing watershed planning in the Roaring Fork <br />Watershed. The proposed Phase 2 builds on previous grants including watershed grants from CWCB and a <br />$40,000 Water Supply Reserve Account (WSRA) grant for Phase 1 approved in March 2007.
