<br />. Eric reminded the group that the relocation plan at the moment is <br />conceptual-the elevations will be looked at closer when the construction <br />plans come together. It was confirmed that the elevations discussed are <br />in the 1929 datum. <br />. Gary asked Dave what structures fall below the 50 year pool elevation and <br />would need to be relocated. Dave listed the swim beach facilities, picnic <br />areas, flush bathrooms, and group picnic areas. <br />. Betty suggested that they can consult with a COE flood plain expert <br />named Randal Baines for further direction. <br /> <br />3) Environmental Mitigation <br />. Tom Ryon (Otter Tail Environmental) said that a draft of the Preble's <br />portion of the Conceptual Mitigation Plan that includes the Systems <br />Approach for Plum Creek has been given to Tetra Tech for review. It is <br />the most complex part of the plan. He recently had a meeting with ERO <br />Resources looking at habitat overlap with birds, wetlands, and Preble's. <br />Bird and Preble's habitat overlap almost completely, however, there is <br />more bird habitat beyond where the Preble's habitat is so there will be <br />more mitigation. He is currently looking at the frequency and duration of <br />inundation during the growing season with the different alternatives. This <br />includes looking at how many trees will be lost and what vegetation will <br />have to be replaced. Tom R. suggested that it helps to took at options for <br />water-level control to help with mitigation costs. <br />. Eric will speak with Joel about looking at other mitigation elevations in the <br />models. <br />. Tom R. said that the mitigation pieces to look at next are habitat overlap, <br />wetlands and then birds. He does not anticipate that these mitigations will <br />be as complicated as the Preble's. <br />. A COE approach to look at ecosystem function was provided to ERO <br />Resources by Betty. Steve Dougherty and Mary Powell (ERO Resources) <br />will look it over and see if is applicable to Chatfield and the Systems <br />Approach. <br />. Betty explained that with the COE approach to wetlands is that they would <br />mitigate for the function of them-there would be no net loss of wetlands <br />because some shallow wetlands would become deeper wetlands. There <br />would then be a need to mitigate for the loss of the shallow wetlands <br />which could correspond with Preble's mitigation. <br />. Steve said that reservoir operations (water-level elevations) should be <br />looked at through the NEPA process. There could be an iterative process <br />to figure out which resources will be benefited at which water level. This <br />will involve a tradeoff between recreation, environmental issues, and the <br />Cooperators' water demands. He feels like we will get feedback from the <br />public on what they can do on the operations side of things so it will be <br />better to address it now. <br /> <br />3 <br /> <br />Tetra Tech <br />
