An additional estimated 7% was added to all potable demands and 6% was added to all non- <br />potable demands to account for treatment and distribution system losses. Total water <br />requirements for the City are projected to increase 78% from 2005 through 2050, by 4,200 acre <br />5 <br />feet. <br />A Treated Water System Master Plan for the City was completed in 2006 by McLaughlin <br />4 <br />. The City’s 2003 Comprehensive Plan’s future land use categories, which created <br />Rincon, Ltd <br />a new urban growth boundary, were used in preparing the Treated Water System Master Plan. <br />A service boundary of approximately 10,000 acres was established in the Comprehensive Plan. <br />The acres within that service boundary were divided and assigned to a land use category. <br />Water usage projections were then determined using the Comprehensive Plan development <br />categories and the City’s present customer base. Usagenumbers and factors established for <br />estimating future water demands were developed after an extensive study of current City <br />customers.
