All side ditches throughout the Town are cleared of <br />sediment. weeds and other debris. and groomed as <br />necessary to promote proper drainage towards the inlet <br />structures. <br /> <br />c. Erosion is not occurring adjacent to the culverts. <br />headwalls or pipes which might endanger their water <br />tightness or stability. <br /> <br />5.5 Flood Warninq System <br /> <br />The Town of Wiqqins Flood Warninq System incorporates a <br />system of observers and volunteer participants for flood <br />warning. No mechanical methods are used in the warning <br />except for telephone and pOlice band radio dissemination of <br />information. The warning system is vital to the success of <br />the Flood Operation Plan. Maintenance of the warning system <br />is limited to testing and exercising of the Kiowa Creek <br />flood observers including the dissemination of the flood <br />warning to the Town. A flood exercise shall be conducted <br />each year prior to the flood season to insure the warning <br />system to train new volunteers and to insure the system is <br />functioning properly. <br /> <br />5.6 Drainaqe Structures <br /> <br />Adequate measures shall be taken to insure that inlet and <br />outlet channels are kept open and that trash, drift or <br />debris is not allowed to accumulate near culverts. Periodic <br />inspections shall be made by the Flood Superintendent to be <br />certain that: <br /> <br />a. Pipes. culverts, riprap and headwalls are in good <br />condition. <br />
