state of development of weather modification technology, the problems
impeding effective implementation of weather modification technology

weather modification policy and a national program of weather modifica-

In reviewing winter orographic cloud seeding, the Board not only
studied the before-mentioned projects in and around the Colorado
River but other research studies and operational projects. This
conceptual plan refers to the Board's report several times. The
summary statement that is most pertinent to the overall program being
proposed is,IIIt seems probable that a much intensified and steady
program of scientific inquiry over the next two decades will yield
regionally important increases in mountain snowpack in the 1980's * *
*.11 (page 3) In general, there is close agreement in this plan with
the recommendations contained in the Board report and the report
supports the approaches proposed herein by the Bureau.
