<br />D R AFT <br /> <br />Preliminary Studies <br /> <br />~I <br /> <br />A $600,000 "write-in" of additional funds was made by Congress for <br />fiscal year 1978 to prepare plans for the Colorado River Augmenta- <br />tion Program and $500,000 was provided the Bureau in similar <br />manner for 1979. Prior to these additional appropriations there were <br />no funds specifically budgeted for planning and designing a further <br />resl~arch program in the Colorado River Basin. <br /> <br />The fiscal year 1978 funds enabled a series of exploratory scientific <br />background studies to begin with two main objectives: (a) provide <br />add 'it iona 1 scient ific input to the early pl anning dec is ions and <br />design studies and (b) develop and test various working coordination <br />arrimgements between local and state groups and the Bureau, "including <br />research-operational integration. Digital research radar and airborne <br />particle measuring systems were used for the first time on winter <br />clouds over the Uinta mountains during these studies. <br /> <br />These studies, the contractors involved, and costs incurred during <br />1978 were: <br /> <br />1.
