Colorado State University is conducting a program funded
by a National Science Foundation grant and supplemental funds from
the Bureau of Reclamaton; the Bureau of Reclamation is assisting Utah
State University in a state-sponsored research project; and the large
Sierra Cooperative Pilot Project in the Sierra Nevada Mountains of
California and Nevada, sponsored by the Bureau of Reclamation and
other cooperating participants.

Planning

~

The results of the Colorado River Pilot Project indicated tile need
for further verification and improvement in technology before a large
augmentation program could be undertaken. The Secretary of the Interior
requested that a program be planned for weather modification in the
basin and in May 1975 the initial planning paper "Demonstrating Water
Augmentation in the Colorado River Basin and Adjoining Basins by
Weather Modification" was first proposed. This paper outlined a
lO-.Year demonstration seeding program in five of the six mountain
ranges costing about $36 million with a final report by 1994. The
program concept included cooperation between local-state and Federal
interests, an operational seeding orientation with embedded research
experiments, emphasis on hydrologic evaluation, accompanying environ-
mental monitoring and impact studies, and a phased start of seeding
in different ranges.

24
