<br />D R AFT <br /> <br />The Office of Management and Budget, in considering the initial <br />budget requests for this program in December 1976, stated the following <br />conditions. <br /> <br />" <br /> <br />"Before a demonstration Atmospheric Water Resources Management <br />Program is initiated the following must be accomplished: <br /> <br />- The Secretary of Commerce's report on the Federal role in <br />atmospheric research must be completed. <br /> <br />- An Environmental Impact Statement must be prepared. <br /> <br />- A definite plan must be developed for the la-year demonstration <br />program. <br /> <br />- Alternative options must be developed for cost sharing with <br />the seven basin states." <br /> <br />The first condition was met with the June 1978 report to the Secretary <br />of Commerce of the WeatherModification Advisory Board ~/, supporting <br />the scientific status of winter orographic cloud seeding in the <br />Colorado River Basin and recommending further research in the region <br />as the highest priority. The second condition was largely met when <br />the Project Skywater Programmatic Environmental Impact Statement <br />which was issued and filed with the Council on Environmental Quality <br />in 1977 22/.
