I n view of the cooperative nature of the 1985 research program and

the number of investigators from a variety of organizations, a publica-

tions policy is hereupon formulated. Credit will be given where credit

is due for such tasks as data production, data analysis, and report and

publication writing.

Consensus about authorship will be easier to

achieve and misunderstandings reduced if participants inform each other

of their research and publication intentions by frequent letters and

telephone calls.

All participants should be informed of a decision to

publish prior to a final decision on authorship.

This publications

policy is based on a draft written by Robert A. Kropfli and other staff

of the Wave Propagation Laboratory (see Appendix A).
