<br />CDM <br /> <br />Section 5 <br />Conservation Goals <br /> <br />This section presents the water conservation goals for this Plan and explains how the <br />goals were developed. <br /> <br />5.1 Water Conservation Goals <br /> <br />The development of attainable water conservation goals is a key component to the <br />success of a conservation program. Goals provide a specific set of standards that can <br />be used to gage the effectiveness of a program as well as clearly define the intention of <br />the program. The goals listed below were developed with the objective of targeting a <br />specific amount of water conservation savings, while also facilitating the ability to <br />easily monitor the success of the conservation program on an annual basis. The goals <br />are as follows: <br /> <br />1. Annual per capita water usage of 221 gpcd by 20141,2. This annual per capita <br />water usage provides a 2014 water savings of 1,350 AFY (20 percent) relative to <br />the projected demands absent conservation and use of reclaimed water. See <br />Section 5.2 for additional information. <br /> <br />2. 740 AFY3 of reclaimed (reused treated effluent) water use by 2014 (assuming <br />approximately 400 AFY of reclaimed water use at Vista Ridge) to the extent that <br />development occurs as anticipated and the reclaimed water system is constructed. <br /> <br />3. Reduce water use by 15 percent on all existing city irrigated parks and <br />landscaping by 2014 and optimize irrigation efficiency on all new city irrigated <br />parks and landscaping. <br /> <br />4. Implement conservation measures and programs that are compatible with the <br />community. <br /> <br />5. Establish a monitoring system that collects a sufficient amount of data to <br />effectively measure the success of conservation programs and measures on an <br />annual basis. <br /> <br />5.2 Goal Development Process <br /> <br />The water conservation goals were developed using Erie's historical per capita <br />demand, projected populations and water demands, and Erie's anticipated water <br /> <br />1 The per capita water usage will be calculated using the population projections provided in <br />Section 3.3 and the total annual first-use water usage of billed and unbilled potable water, <br />raw water, and leased water.
