These data show <br />that residential households comprised 64 percent of Erie's total water consumption. <br />Unbilled water is the second highest consumptive use, at 15 percent. This includes <br />pipe leakage, unmetered water use, and meter error. Unmetered water is used for fire <br />fighting, street cleaning, sewer cleaning, and water line flushing. This indicates that <br />although the community has been growing and collectively using more water, the <br />amount of water used per capita has remained below 2002 levels. As previously <br />mentioned, this is likely attributable to the regional drought awareness campaigns, <br />Erie's efforts to conserve water, as well as higher levels of precipitation in 2004. Given <br />these multitude of factors, it is difficult to precisely quantify the amount of water <br />savings directly attributable to Erie's conservation efforts.
