The
wasting of water is defined as "any use of water that is not applied to a beneficial use."
This includes allowing water intended for irrigation or other purposes to pool in an
area and/ or run onto streets and sidewalks or into a drainage facility. The ordinance
further specifies that all leaks should be repaired within 10 days of discovery. All
water that is lost through the leak (on the user side) will be charged to the user.

Written notice of an infraction shall be delivered to the water user. If the water user
does not appropriately address the water wasting, the user may be subject to a fine of
up to $300 in any given month or their water services may be terminated.

2.6.2 Irrigation Audit Program

Since 2004, Erie has partnered with a local nonprofit organization, the Center for
ReSource Conservation, to provide a free irrigation audit program for residential and
commercial customers. The audit program is designed to identify irrigation
inefficiencies. The auditor checks soil type, root depth, and sprinkler pressure, and
advises residents on how to adjust water schedules, identify broken sprinkler lines
and heads, adjust head types and spacing, and determine suitable pressures for the
irrigation system. This program provides water savings and water usage costs as well
as reduces runoff (improving water quality). Table 2-9 shows the number of audits
conducted through 2006 and estimated annual water savings.

DRAFT

2-11

\\DENSVR1\PROJECTS\9228 - ERIE\CONSERVATION PLAN\REPORT\DRAFT PRIOR TO PUBLIC REVIEW\CONNIE FORMATTED\SECTION 2.DOC
