CDM

Section 2
Profile of Existing Water System

2.5.2 Planning Initiatives

As mentioned in Section 2.3, Erie anticipates the need to acquire additional water
rights to meet future needs. These will likely consist of Windy Gap shares, CBT
shares, and ditch water rights. Erie also plans to further extend its supplies by using
non-potable reclaimed water. Erie has recently completed a potable water supply and
wastewater master plan and is developing a non-potable water master plan. These
plans will be used to develop additional facilities on an as-needed basis.

Erie is also a participant in the Windy Gap Firming Project. This project could firm
Windy Gap supplies, enabling Erie to receive its full Windy Gap allotment during dry
years. Erie is also a participant in NISP, requesting 5,000 AFY of firm yield. If needed,
Erie could increase its NISP request to 6,500 AFY.

2.6 Current Water Conservation Activities

Erie implements a variety of conservation measures and programs to conserve water.
Table 2-8 lists each conservation measure and program. Water savings from the
majority of conservation activities are difficult to quantify. This is attributed to a
variety of factors. For instance, water savings through education is highly variable
and depends on a variety of factors including the number of participants and regional
climatic factors. Customers are much more willing to respond to education if there is
an existing water shortage. Section 3 describes the per capita use reductions since the
onset of many of the programs and provides further explanation on why limited
quantitative data are available on water savings.

The remainder of this section provides information on each of the current
conservation measures/programs.

Table 2.8 Current Conservation Activities

Approximate Annual I I
Water Savings Since
Water Conservation I Implementation
Measures and Programs (AFY) Implemented Since Is Planned to Continue
Three Level Water Can not quantify - 2002 Yes
Restriction Program Restrictions have been on
a voluntary basis
Volume Billing Can not quantify with 1972 Yes
reasonable level of
accu racy
Water Rate Structure Can not quantify with 2001 Water rates wi II be
reasonable level of reevaluated in late 2007
accu racy
Water Wasting Ordinance Can not quantify with 2002 Yes
reasonable level of
accu racy
Irrigation Audit Program 1.8 2004 Yes
Remote Readers Can not quantify with 2006 Yes
reasonable level of
accu racy

DRAFT

2-10

\\DENSVR1\PROJECTS\9228 - ERIE\CONSERVATION PLAN\REPORT\DRAFT PRIOR TO PUBLIC REVIEW\CONNIE FORMATTED\SECTION 2.DOC
