Erie has established the following criteria used to determine what level of watering
restrictions is appropriate for a given period:

· Current water supply - This includes carryover water (water not used in one
year and stored for the following year) as well as current deliveries;

· Area -wide assessment - Evaluate conservation efforts of based on actions of
surrounding communities. This recognizes Erie's responsibility to
surrounding communities in being a proactive partner in water conservation;

· Raw water storage status - Amount of raw water stored in Erie's reservoirs;

· Potable water demand - Projected water demands taking into consideration
weather patterns;

· Potable water production - Water treatment capability and water quality; and

· Potable water storage status - Amount of potable water available in Erie's
storage tanks and distribution system.

Water restriction levels are posted on Erie's website as well as in May's water bill.
Generally, Erie has operated under a voluntary Level I program where customers are
encouraged to conserve water and irrigate according to the schedule shown in Table
2-6. If mandatory Level II water restrictions are warranted, customers will be
required to limit irrigation to Saturday or Sunday as show in Table 2-6.
