A water conservation hotline would <br />also be established where residents may report watering violations. Violations <br />would be subject to the following penalties: <br /> <br />· First violation - written notice, <br /> <br />· Second violation within a 12 month period- written notice and a $100 fine, <br /> <br />· Third violation with a 12 month period - written notice and a $200 fine, <br /> <br />· Fourth violation within a 12 month period - written notice and a $400 fine. A <br />flow restrictor will also be installed at the meter for the mandatory water <br />restriction period. Tampering of the meter could result in suspension of water <br />service and persecution in municipal court. <br /> <br />All fines would be added to customers' water bills. <br /> <br />Planning Initiatives <br /> <br />As mentioned in Section 2.3, Erie is anticipating the need to acquire additional water <br />rights to meet future needs. These will likely consist of Windy Gap shares, CBT <br />shares, and ditch water rights. Erie also plans to further extend its supplies by using <br />non-potable reclaimed water. Erie has recently completed the a potable water supply <br />and wastewater master plan and is currently in the process of developing a non- <br />potable master plan. These plans will be used to develop additional facilities on an as <br />needed basis. <br /> <br />Erie is also a participant in the Windy Gap Firming Project. This project could firm <br />Windy Gap supplies, enabling Erie to receive its full Windy Gap allotment during dry <br />years. Erie is also a participant in Northern Integrated Supply Project (NISP), <br />requesting 5,000 AFY of firm yield. If needed, Erie could increase its NISP request to <br />6,500 AFY. <br /> <br />2.6 Current Water Conservation Activities <br /> <br />Erie implements a variety of conservation measures and programs to conserve water. <br />Table 2-7 lists each conservation measure and program. This table indicates that the <br />water savings from the majority of the conservation activities are difficult to quantify. <br />This is attributed to a variety of factors. For instance, water savings through education <br />is highly variable and depends on a variety of factors including the number of <br />participants and regional climatic factors. Customers are much more willing to <br />respond to education if there is an existing water shortage.
