This provides incentive to use less water.
Similarly, residential water rates could be increased for lower volumes of water. Erie
is planning to conduct a water rates study this year in order to establish future rates.
The potential of adopting a block rates structure for commercial uses as well as
increasing residential water rates as a means to encourage conservation will be
discussed.

2.5 Current Policies and Planning Initiatives

Erie has implemented a water restriction policy and been involved in a variety of
planning initiatives to address future water needs, supplies, and facilities.

Water Restrictions

Erie established a water restrictions program in 2002. This program consists of three
levels of watering restrictions designed to limit water usage. Level III calls for the
highest amount of water savings and would only be required in times of emergencies
whereas Levels I and II encourage conservation as well as enforce water savings
during times of a drought. Table 2-5 summarizes the water restriction levels:

Table 2-5 Water Restriction Levels

Item Level I Level II Level III
Landscape Watering- Lawn watering
Single-family homes, allowed once per
multi-family homes, Lawn Watering & drip week.
