<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />fact that the railroad cannot be shut down for more than six hours at a time and <br />any work must occur essentially while the railroad is in continuous service. <br />Additionally, a 42" reinforced concrete raw water pipeline owned by the City of <br />Greeley must be protected and further complicates the work. The pipeline was <br />constructed in 1968 and is positioned along the centerline of the Dry Creek <br />Canal. The pipeline was bored under and parallel to the SLRC culvert structure. <br />Any improvement made in this area should recognize that this pipeline will need <br />service or replacement in the future and the proposed improvements should not <br />make this work anymore difficult for the City of Greeley. <br /> <br />5 <br /> <br /> <br />Alternatives were developed to address SLRC's two main objectives and are <br />described as follows: <br /> <br />Dry Creek Railroad Culvert Alternatives <br /> <br />1. No-action Alternative. This alternative is not recommended since the <br />existing restriction causes significant operational problems for both <br />SLRC and GLlC in the diversion and storage of water. Additionally, <br />the age and condition of the exiting culverts needs to be addressed to <br />avoid potential safety problems with the railroad operation and <br />avoidance of lose of flow capacity between Lake Loveland and <br />Horseshoe Reservoir. The no action alternative in this case is more <br />costly than appropriate rehabilitation alternatives. The no-action <br />alternative would result in an inability of the Company to divert water <br />that it is legally entitled to. <br /> <br />2. Tunneling Alternative. This alternative involving tunneling through <br />the existing culvert structure under the railroad. This alternative would <br />require two 120" bores and additional concrete work for new <br />headwalls, wingwalls and miscellaneous demolition of the existing <br />structure. The estimated construction cost for this alternative is <br />$1,420,155. <br />
