8. The CDOW should review the literature on the survival of and methods for <br />destroying veligers in lower unit outboard motor water, ballast water, live wells, <br />bilge areas and other water-retaining areas capable of transporting veligers. The <br />literature review should also include research on methods to destroy veligers in <br />hatchery water and fish transport water. The CDOW should undertake such <br />research should the review reveal a paucity of information. <br />9. Develop a clearer understanding of the economic and environmental costs of <br />allowing zebra mussels to spread across the West, in order to support decisions <br />about appropriate prevention actions. <br />10. Conduct an economic impact analyses. <br />Regulatorv and Statutorv Needs <br />1. Amend state statutes to allow State Pazks to require a11 Colorado-registered boats <br />returning to Colorado and boats registered in other states coming into Colorado to <br />be inspected (and decontaminated if necessary) prior to launching in any <br />Colorado water body. <br />2. Determine the appropriate level of fine for violating the inspection requirement. <br />3. Revise existing re~ulations to create an upgraded class of registration for <br />houseboats, cabin style boats or other vessel types that are capable of sleeping and <br />are likely to spend extended time on water bodies. <br />4. Carefully evaluate the costs and benefits of increasin~ in boater registration fees <br />to generate additional funds targeted at aquatic invasive species prevention, <br />containment, information/education, etc. <br />5. Revise existing regulations to require permits for boats being stored on waters that <br />indicate the vessel has been inspected and/or decontaminated. In infested waters, <br />additional permit necessary to have boat inspected and decontaminated prior ~o <br />leaving the site. Marina operators and management entities would have this <br />responsibility. <br />Education and Information <br />1. Develop development and implement an effective public education campaign <br />about the threat posed by zebra mussels and other aquatic invasive species. <br />2. Use trained temporary personnel at selected waters to meetlgreet recreational <br />watercraft users, perform courtesy inspections or mandatory inspections if the <br />vessei has not been inspected, and distribute information/eaucation materials <br />regarding aquatic invasive species. <br />10 <br />
