In so doing, we have been the recipients <br />of increased yields from snowpack runoff. As recent drought conditions continue and the <br />threat of lower snowfall in years to come as a result of global warming, it is more <br />important than ever to pursue the science of weather modification. <br /> <br />It is our belief that a federal role in this area should be one of assistance with applied <br />research and practical technology transfer programs. The recent USBR Weather Damage <br />Modification Program implemented a successful model for combining local, state and <br />federal resources, and we support this cooperative federal-state research model. <br /> <br />Representative Udall's H.R. 3445 and Senator Hutchison's S.1807, are key to the <br />establishment of a coordinated, comprehensive national weather modification policy. We <br />join the North American Interstate Weather Modification Council, the Family Farm <br />Alliance, the Western States Water Council, and the Weather Modification Association in <br />strongly supporting this bill, and encourage the authorization of H.R. 3445 and S.1807. <br /> <br />Sincerely, <br /> <br />Bruce T.
