<br />I, <br />I <br />I <br />I' <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I' <br />I <br />I <br />I <br /> <br />Resolution No. 07-03 <br />RESOLUTION OF THE BOARD OF DIRECTORS <br />Dolores Water Conservancy District <br />February 8,2007 <br /> <br />WHEREAS, the Dolores Water Conservancy District (District), Southwestern Water Conservation District, <br />San Juan Water Conservancy, and other southwestern Colorado water user groups fund wintertime ground <br />based cloud seeding programs to meet current and future water needs; and <br /> <br />WHEREAS, the Dolores Water Conservancy District could use state and federal funding assistance to <br />evaluate efficacy of weather modification operational programs by independent investigations into program <br />design and execution; and <br /> <br />WHEREAS, much of the West depends on water originating from snow, and the American <br />JvleleQ.mlogical Society (1998), World Meteorological Organization (2001), and the National Academy of <br />Sciences (2003) found that there is strong physical and statistical evidence that wintertime weather <br />modification can create additional snowpack in watersheds; and <br /> <br />WHEREAS, the 109th Congress introduced Senate Bill 517 and H.R. 2995 to develop a comprehensive <br />and coordinated national weather modification research program that could provide financial assistance to <br />private and public entities; and <br /> <br />WHEREAS, water users groups in California, Utah, Wyoming, North Dakota, Nevada, Texas, Oklahoma, <br />and Kansas also have weather modification operational programs that also would benefit from applied <br />research assistance of their ongoing weather modification programs. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the District supports the reintroduction ofS. 517 and HR 2995 <br />or similar bills into the 11 Oth Congress that will establish a coordinated national weather modification research <br />program providing that: <br /> <br />1. The Boards governing the newly established research program have adequate state government <br />representation; and <br /> <br />2. State governments work on behalf of the District and other local programs to leverage federal <br />n research __ nding for the ,valuation and r~finement of the_.weather modification. operational programs. <br /> <br />By: <br /> <br /> <br />Donald W.
