<br />I <br />I <br />I <br />I <br />I <br />'I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />WHEREAS, the Colorado Water Conservation Board is a member of the North American Interstate <br />Weather Modification Council and works with the states of California, Utah, Wyoming, North Dakota, Nevada, <br />Texas, Oklahoma, New Mexico, and Kansas to facilitate the exchange of interstate atmospheric resource <br />management information; and <br /> <br />WHEREAS, the U.S. Bureau of Reclamation has provided much-needed scientific assistance and <br />funding through the Weather Damage Modification Program, to the benefit of Colorado interests; and <br /> <br />WHEREAS, the Western States Water Council approved a similar resolution (position 264) <br />supporting both S.517 and H.R. 2995 in Seattle, Washington on July 15,2005; and <br /> <br />WHEREAS, the Western States Water Council approved a resolution (position 265) recognizing <br />shrinking federal budgets and requesting the projected $5.905 billion dollar "Reclamation Fund" be used <br />as it was intended"... for conservation, development and wise use of western resources to meet western water- <br />related needs," one means of development being weather modi fication, and <br /> <br />WHEREAS, H.R. 2995 supports the goals ofH.R. 1386, the National Drought Preparedness Act <br />of2005, especially the use of a Drought Assistance Fund for "expanding the technology transfer of <br />drought and water conservation strategies and innovative water supply techniques <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the CWCB supports H.R. 2995 of the 109th Congress to <br />"Establish the Weather Operations and Research Board" and would benefit greatly from a coordinated national <br />program that advances the field of weather modification as it relates to precipitation enhancement for water <br />management. <br /> <br />BE IT FURTHER RESOLVED that the CWCB supports the U.S. Bureau of Reclamation Weather <br />Damage Modification Program (WDMP) and requests that a Federal agency (Bureau of Reclamation or <br />National Oceanic and Atmospheric Administration) continue funding and administration of the WDMP, <br />thereby assisting the scientific evaluation of western states weather modification operations. <br /> <br />BE IT FURTHER RESOLVED that the CWCB Director and Board direct staff to convey such support, <br />through this resolution, to Governor Bill Owens and to Colorado's congressional delegation. <br /> <br />BE IT FURTHER RESOLVED that upon successful passage of H.R. 2995 the CWCB will work with <br />other western States through the North American Interstate Weather Modification Council to assist with the <br />implementation of the goals of the Weather Modification Operations and Research Board. <br /> <br />CERTIFICATE <br />We certifY that the foregoing is a true and correct copy of a Board Member Resolution discussed and adopted by <br />a majority vote of the members of the Colorado Water Conservation Board at a regularly scheduled board <br />meeting assembled in Silverthorne, Co\ ra 0 0, J~ly KLL <br /> <br /> <br />Rod Kuharich - Director, Colorado Water Conservation Board <br /> <br /> <br />2 <br />
