<br /> <br />I <br />I <br />I <br />I <br />,I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TO ESTABLISH THE WEATHER MODIFICATION OPERATIONS <br />& RESEARCH BOARD AND OTHER PURPOSES (H.R. 2995) <br /> <br />COLORADO WATER CONSERVATION BOARD <br />SIL VERTHORNE, COLORADO <br />JULY 18,2005 <br /> <br />RESOLUTION <br /> <br />WHEREAS, the 109th Congress is considering House Reso]ution (H.R. 2995) that authorizes $] 0 <br />million per year in Federa] expenditures from Federa] Fisca] years 2006 - 20]4 to enhance federal support for <br />weather modification, promote research and development, and provide financial assistance to private and public <br />entities; and <br /> <br />WHEREAS, the State ofCo]orado recognizes the benefits derived from weather modification through <br />state statutes and programs; and <br /> <br />WHEREAS, The Weather Modification Association and the North American Interstate Weather <br />Modification Council support a "coordinated national program" to further the science, understanding, and utility <br />of weather modification; and <br /> <br />WHEREAS, The Colorado Water Conservation Board (CWCB) has statewide representation through <br />representatives from the eight major river basins in Colorado, the City and County of Denver, the Executive <br />Director of Natural Resources, the Commissioner of Agricu]ture, the Director of the Colorado Water <br />Conservation Board, the Director of the Division ofWi]d]ife, the State Engineer, and the Attorney Genera] of <br />the Colorado Department of Law; and <br /> <br />WHEREAS, the CWCB mission is to conserve, develop, protect and manage Colorado's water for <br />present and future generations; and <br /> <br />WHEREAS, the CWCB has recently issued seven weather modification pennits sponsored by local <br />water users for wintertime ground based weather modification for snow augmentation in the South Platte, <br />Arkansas, Colorado, Gunnison, San Miguel, and San Juan River Basins; and <br /> <br />WHEREAS, eighty percent of the freshwater within Colorado's state boundaries originate from snow <br />and the American Meteorological Society (1998), W or]d Meteorologica] Organization (200]), and the National <br />Academy of Sciences Report (2003) all endorse statements that there is strong physical and statistical evidence <br />that wintertime weather modification augments snowpack in watersheds; and <br /> <br />WHEREAS, Colorado Senate Bill 05-084, the "CWCB Water Projects Bill", provides $60,000 in <br />funding to local water users through the weather modification cost share program; and <br />
