The Colorado Water Conservation Board (Board) adopted the attached resolution supporting your bill
(H.R. 2995) concerning advancement in the field of weather modification through development ofa
coordinated national program. This was discussed and approved at our regularly scheduled Board meeting in
Silverthorne, Colorado, on July 18,2005, by a unanimous vote. Advances in weather modification research
will greatly assist weather modification operations as an effective too] in drought preparedness and mitigation
in the west.

We hope that Congress will pass your bill (RR. 2995) together with Senator Hutchison's Bill (S.
517) to develop the much needed national weather modification operations and research board. It is important
that this board contain adequate state representation due to their roles and proximity to operational programs.
I thank you for introducing H.R. 2995 and we look forward to working with you on this and other issues of
importance to Colorado's water resources.
