River Basin (based on average year conditions) if the states were to implement new <br />programs and areas for cloud seeding. <br /> <br />Weather modification operations and regulations are currently managed by state and local <br />governments. The CWCB supports the concept of having a federalroleJn tenns of financial <br />support to the state programs as well as applied research by federal agencies. <br /> <br />This legislation has the support of the Family Farm Alliance, the Westem States Water Council, <br />Southwestem Water Conservation District, Colorado Springs Utilities, Dolores Water <br />Conservancy District, the Colorado River Seven Basin States, Denver Water and a myriad of <br />local interests including: Ground water management districts, water. conservation districts, water <br />and sanitation districts, agricultural interests, ski areas, recreation interests, and municipal and <br />county governments. <br /> <br />A member of my staff and representatives from Kansas, North Dak()ta, and Nevada met with the <br />Chief of Staff at NOAA, Scott Rayder, in February 2007. NOAA (Boulder, Colorado labs and <br />the headquarters office) expressed interest in a national program if such a program was more <br />than just a pass through of grant funding to the states. For example, half of the funding could be <br />used for priorities related to applied research activities by NOAA and the remaining half of the <br />funding could be used for competitive grants based on proposals submitted by the states. <br /> <br />Major advances in planned and inadvertent weather tnOdification will be realized through <br />scientific research and a clear understanding ofhow preeipitationprocesses are affected by <br />human intervention. Details regarding the program and its goals and priorities can be resolved as <br />needed during heatings and committee meetings.
