dry up or lease with muni-industrial user; invitation in today's meeting to <br />Don Ament who has put together a sample of lease; they are thii~lcing of <br />going to CWCB to ask for fiends; looking at creating a template to go <br />before CWCB that could be used for others to do something similar; <br />CWCB needs something by March 3 l; Rick Brown states that with a letter <br />of intent that explains basic concept, there would be possibility of going <br />forward in September; $750,000 available for this kind of project from <br />CWCB; looking for ag users and end-users: muni/industrial; grant is <br />structured to ask for specifics; CWCB is for 90% of grant; water user and <br />ag user would come up for the other 10%. Specifics important. Water <br />providers and water users. See Jim Yahn with possible users. <br />Jerke: complements to Don Ament to assist in trying to create a program <br />similar to this. <br />Yahn: need for this kind of alternative is crucial; some of the ag dry-up <br />might be dry up of most productive land; important that farmers choose <br />the land that might be that which is not so productive; can look at water as <br />a crop of its own; need to go forward or cities will continue to buy up the <br />water. <br />Mike Shimmin: Supreme Court Committee to investigate any needed <br />changes in Water Court process. <br />Public Hearing yesterday: comments from 15 folks around the state; <br />variety of water users, engineers, water user groups; at this stage of <br />process, sub-committees are at formation stage; looking to see if there are <br />specific problems to look at; public continents are interesting: for every <br />point that someone made, counter point from someone else... easier for <br />objectors/harder for objectors; thus, feedback all over the lot; we will <br />continue to work through subcommittees until end of July; no specifics <br />until then. Any specific proposals forthconung, all of public comments <br />need to be posted on website today: go to Supreme Court website and see <br />link. DVD is available and ready for public distribution; Justice Hobbs did <br />not read a poem but did give a history of water rights. <br />II. Follow up to joint meeting with Yampa/White Roundtable leadership: <br />Jerke: Yampa/Wlute Roundtable is meeting on April 17; meet quarterly; <br />proposes that there be a formal letter from South Platte basin: major <br />provisions would include official responses to our trip in September: they <br />made a presentation on issues that impact the Yampa; important that we report <br />back to indicate that we not only listened to their concerns but to also ask that <br />we could come see the issues which they discussed; therefore, Jerke proposes <br />that we go over for a two day trip to observe these issues; sponsoring entities <br />would need to take care of hoteUetc; state could be asked to fiend bus for tour; <br />would be worthwhile to observe those things that they see as pivotal to their <br />issues; Maybell area, potential pumpbaclc area; this seems that this would be <br />the riglrt time to respond and to keep the communication open and to begin <br />discussions; what is your feedback? <br />4 <br />
