Harold Evans: This was a recommendation from Governor's Task Force <br />to allow this bill; this was only for new augmentation plans; <br />Yahn: SB 28: Draiiung of Boiuue Reservoir; laid over until May <br />4....session ends on May 9; unlikely to go forward. <br />Education Liaison Report: <br />Bert Weaver: Weaver is the replacement of Walt I~iudsen; new to <br />process; seem to be enthusiastic; Help to Educate Water Users. <br />Harold Evans: Colorado Foundation for Education: June 19-20 on South <br />Platte; JimYahn will be a speaker; starts in Denver, ends in Sterling; more <br />info on the way. Eric Hecox to disseminate report. <br />Non-consumptive Sub-Committee: Bob Streeter: Contractors are puttil7g <br />together different resource issues with rec issues; which waters important <br />for white water, endangered species, etc.; they are creating a layered map <br />to come up with an analysis and quantification of the most important <br />waters; concern is whether or not the contractors will have the necessary <br />data with which to work. Contractors are working with all basins; <br />Tom Iseman: Each basin is using the same approach but each basin will <br />have chance for input; <br />Tom and Bob: Non-consumptive report would be perhaps ready for May <br />meeting. Tom will advise. <br />Phreatophyte Sub-Committee: has met several times; there have been <br />attempts at controlling Tamarisk and Russian Olive in past; agreement for <br />push to develop an invasive control plan for entire South Platte basin; <br />support from CWCB and Tamarisk Coalition to help put plan together so <br />that effort is consistent; meeting here on May 13: 1-3:30; break Platte <br />down into upper and lower Platte-will invite everyone to May 13 session <br />to explain attempt to put together plan that will then be used to attempt <br />eradication: private land owners, ditch compaiues, government entities: <br />"cast of thousands" are invited to participate; sources of finding many: <br />several hundred have been identified by Tamarisk Coalition. <br />Bill Jerke: Who do you view as applicants for this plan? <br />Streeter: Weld County and Northern Water Conservancy District. <br />Les Williams: Northern might be an overriding entity as per applicant on <br />paper. <br />Jerke: As per Weld: we would like to be an applicant; budget process <br />extends from May through final approval in October. Therefore, note <br />process. Fiscal follcs would be available to help if we were to be a <br />template county. <br />Lease/Fallowing Sub-Committee: <br />Jim Yahn: New name: "Alternatives to AG-Dry Up Committee": do not <br />want to be limited in naming; four meetings have occurred; much interest <br />in this from ag users who are being pushed into changewhether that be <br />3 <br />
