local levels; debate will be whether or not we continue down that path or <br />do we change the path ... fundamental debate is needed: are we actually <br />going to engage in planning; in past, left to laissez faire market; if so, <br />every local entity will compete for growth and for water supplies; if we do <br />not want that approach to water planning, we will need to engage in state <br />wide or regional water planning efforts rather than leaving it up to market <br />place; it will be a rich and frill debate. IBCC fiilly aclalowledges <br />roundtable involvement, but the purpose of the IBCC "visioning"meeting <br />is to focus on this possibility. Direct comment conung forth in May. <br />Other substantive item at IBCC: presentation from CWCB about <br />discovery of zebra mussels in Pueblo Reservoir: important because of <br />emergency request of $1 mllion from 179 monies to fund control of these <br />zebra mussels. Zebra mussels are bad parasite; they multiply rapidly: they <br />put out millions of larvae and the possible impact could be severe across <br />the state in all reservoirs; the $lmillion will be aimed at an immediate <br />control program so that they do not show up in other water bodies in CO. <br />IBCC voted unanimously to approve $lmillion emergency fund: this <br />means that this fiscal year fiend is very low; less than $200,000 until June <br />30 renewal. IBCC will meet again in Walden. <br />Eric: DOW is the one doing the monitoring program and is the one that <br />discovered them in Pueblo; they continue to monitor: State is looking for <br />$5.1 million for this effort this year; DOW looking for remainder of funds. <br />JimYahn: Emphasizes how easily this zebra mussel problem is transferred <br />from reservoir to reservoir. <br />Mike: Challenge is that they need $5.1 million every year to deal with this <br />issue. <br />CWCB Report: <br />Eric Wilkinson: Next meeting on March 18, 19: RE: HB 1280: re: long <br />term leasing of ag water; working out amendments; did pass House <br />Committee. <br />Legislative Report: <br />Diane Hoppe: Re: Constn~ction Fund Bill: CWCB: This bill contains <br />funding for the Republican River: $60 mllion loan; obligation to repay <br />but not too many other choices; <br />Some bills have died: HB 1230: concerned mobile machinery that used <br />diesel engines and attempt to bring them into compliance: water users had <br />concern here because of sigiuficant tax; SB 136: authorization for delaying <br />replacement for well replacement and elections of water conservancy <br />board members was killed; <br />HB 1141: re: plamling for water projects is still alive but taken off the <br />table. <br />JimYahn: HB 1030: Exemption of pre1974 depletions failed in Senate on <br />third reading. <br />2 <br />
