DELIVERABLES

Intake Structure Preliminary Design Proposals:

Two design-build teams, Burns and McDonnell Engineering Company and EPC Corporation
have submitted preliminary designs for the intake structure including cost estimates and
construction schedules. The LPWWA Board will evaluate these proposals and select a team
to work on the project by March 7, 2008. The preliminary design and detailed costs and
schedule from the selected design-build team will be available mid-March.

1000/0 Intake Structure Drawings:

A detailed design for the intake structure and associated infrastructure for the system will be
provided by the design-build team before construction begins. This design will also
incorporate the footprint and basic specifications for the water treatment plant so that the
intake can be sized appropriately and the permitting for the water treatment plant can be
completed under the Environmental Assessment. The design will include specific building
parameters, drawings, costs and a schedule. Updates to the preliminary design and
information will be provided throughout the project.

Permits and NEPA compliance:

The Bureau of Reclamation will work with the project to issue a Temporary Access Permit
for geotechnical investigations and a site survey. The BOR will review the project's
abbreviated Environmental Assessment (EA) and issue a decision, likely Finding of No
Significant Impact (FONSI).

Land Lease License Agreement:

A Land Lease License Agreement for the site of the intake structure, water treatment plant
and associated infrastructure can be approved by the Bureau of Reclamation once the
FONSI is issued (see above).

Funding:

Funding will be procured from various grant sources and allocated according to an approved
LPWWA budget for 2008. Financial commitments from other invested parties are being
negotiated as the project advances. Other LPWWA grant applications are for matching
funds, and will therefore be significantly enhanced if this grant is awarded.

Intake Structure Construction:

The construction of the intake structure may be funded, in part, with this grant.

LPWW A - Scope of Work, Timeline, Budget, Deliverables, Personnel
WSRA Statewide Grant Application

2/27/2008
Page 16
