The Board of Directors was appointed by the La Plata Water
Conservancy District and the Animas La Plata Water Conservancy District (the entities
sponsoring the LPWWA formation). The LPWWA Board members bring extensive
experience in water management, as detailed in the attached LPWWA Board Resume
Summary.

Under the management of the LPWWA, the following personnel are/will be retained to assist
in the project:

Legal Counsel:

Floyd L. Smith, Attorney at Law

Consultant:

Bikis Water Consultants, LLC

Design-Build Team:

A qualified, licensed design-build team will be retained to design and build the intake
structure, and provide basic design for the water treatment plant and associated
infrastructure (i.e. road, electricity, etc.). The design-build team will be responsible for
retaining sub-contractors to perform site studies, engineering design and construction work.
Proposals from two teams have been received by LPWWA and are being reviewed.
Information on the selected firm and preliminary design proposals and cost estimates will be
available mid-March (see Appendix C).

Other:

The U.S. Bureau of Reclamation has provided assistance in sponsoring the feasibility study,
engineering design for the intake structure, and project permits. They will continue their
collaboration with the LPWWA on this project, which is located on federal land.

The La Plata County Board of County Commissioners is assisting in the coordination of
project development with local residents and Tribal governments.
