Water Supply Reserve Account - Grant Application Form
Form Revised May 2007

Task 2

. Description of task:

Environmental Assessment Work: Conduct field work and prepare
environmental assessment support documents for use with the USFS Special Use
Permit and Army Corp of Engineers 404 permit processes. Work will include
identifying wetlands areas and mitigation issues for the USACE 404 permit.

. Method or procedure that will be used or followed to accomplish the task and
identify who will undertake the task:

Based on preliminary conversations with the USFS, it has been determined that
the local USFS office does not have adequate staff to review and prepare the
required special use permit documents. Therefore, the ODR group is required to
hire third party environmental consultants to create all of the environmental
assessment documents on behalf of the USFS. All work completed will be
submitted and approved by the USFS. This work will also include public
coordination and the creation of detailed graphic illustrations showing how the
reservoir site looks before the construction starts and after the reservoir project
is completed. The pre-construction renderings are especially challenging since
they will take into account that the trees will be removed from the project area
by the USFS prior to the start of the enlargement project.

. Description of the major deliverablesjproducts that will be produced upon
successful completion of the task:

The consultants will produce all required USFS environmental assessment
documents required for the USFS special use permit.

A graphic artist will provide renderings of the reservoir enlargement project prior
to the construction without the trees that will be removed by the USFS project.
Additional renderings will be completed to demonstrate the final appearance of
the completed enlargement project.

The consultants will also produce maps shOWing the limits of wetlands and
potential impacts to existing wetlands.

T~sk 3

. Description of task:

Reservoir Hydrology and Hydraulics: This task includes preparing a
Probable Maximum Flood (PMF) study and a Dam Break Analysis to determine

9
