He was the chair of the Atmospheric Sciences Department, which emphasized two <br />tracks: Forecasting (operational meteorology) and Climatology. <br /> <br />Technician <br /> <br />The electronics and rawinsonde technician for the WMI project facilities will be either Mike <br />Johnson or Todd Schulz. Both have been technicians for Weather Modification, Inc., for several <br />years, and are very experienced with all the WMI facilities to be deployed. <br /> <br />1.54 Personnel Summary <br /> <br />The personnel assembled for this project have near 300 years of experience in meteorology, <br />atmospheric research and modeling, weather modification, trace chemistry, hydrology, project <br />administration and environmental compliance. We feel we have put together a strong team, that <br />given the resources can produce an exceptional and useful research program. <br /> <br />Complete resumes for all key project personnel are provided in Appendix C <br /> <br />1.6 Environmental Compliance <br /> <br />SBCW A, WMI and NA WC will comply with all environmental regulations pertaining to this <br />proposed project. <br /> <br />~\,J <br />~ <br /> <br />California Environmental Quality Act (CEQA): The operational program had environmental <br />review in 1981 when the program was initiated by the County of Santa Barbara. In 1995 when <br />the Twitchell (Alamo-Huasna) watershed was added to the program the environmental review <br />was updated to reflect this change. The review was once again updated in 2001 to consolidate <br />paperwork between the two different watersheds seeded. This analysis concluded that the <br />ongoing cloudseeding program has no significant adverse impacts. A negative declaration (ND) <br />is filed each year for the operational program. For the research project, the County will file a <br />categorical exemption. The exemption will be 15306: Basic data collection, research, <br />experimental management, and resource evaluation activities. <br /> <br />National Environmental Protection Act (NEPA): Catagorical exemption 516DM2, appendix 1, <br />item 1.6: Non-destructive data collection, inventory (including field, aerial and satellite <br />surveying and mapping) study, research and monitoring activities. <br />
