Drawer 4610
Pagosa Springs, Colorado 81157

Re: Stevens Lake Enlargement Project

Dear Jack:

We would like to thank you and Jim Collins for mee:ting with us last Thursday. The meeting
was very helpful to us in better understanding the status of planning and scheduling for water
system improvements by the Pagosa Area Water and Sanitation District.

As I mentioned at the meeting, I have reviewed the Feasibility Study, Hidden Valley Reservoir
and Stevens Lake Dam Enlargement by Camp Dresser & Mckee dated October 1992. It's
apparent from our conversation that a number of things have changed significantly since the
report was written, most importantly the expansion of the Distriet's service area and the
deletion of Hidden Valley Reservoir as a component of the currently proposed storage project.
It would therefore be desirable to update the feasibility study with a supplemental report to
address the major issues associated with the Stevens Lake enlargement and for us to bring
our Board up to date on the project since it was last presented to them in 1993.

With regard to the feasibility study, we have the foUowing specific comments:

Chapter 2.0, Description of Sponsoring Entities

The San Juan Water Conservancy District information could be deleted from this chapter and
the information relating to the Pagosa Area Water and Sanitation District (P A WSD) should be
updated to reflect the expanded service area, the added facilities, and recent financial data to
include the water rate structure of the District

Chapter 5.0, Water Demands

Chapter 5.0 should be revised to show the projected water demand figures for the expanded
P A WSD.
