<br />MEMORANDUM <br /> <br />TO: The Pagosa Area Water & Sanitation District File <br /> <br />FROM: Bill Green <br /> <br />DATE: June 21, 1996 <br /> <br />SUBJECT: Martinez Creek Project <br /> <br />In telephone conversations today with Jack DeLange of the PAWSD and the District's attorney <br />Jim Collins, I learned that the District would like to proceed as quickly as possible with work on <br />the Martinez Creek Project. They asked ifthe District could incur costs before the project is <br />approved by the Board and the legislature (they don't yet have an authorization). I indicated that <br />they could do so at their own risk and that most costs for planning, design and construction could <br />be credited to the District's 25 percent cost share for the project. <br /> <br />I also suggested that, since they are apparently operating from a new schedule, it might be good <br />to complete the feasibility work as soon as possible and try to take the loan request to the Board <br />this year.
