Water Supplies <br /> <br />The water rights and expected yield sections should be revised to delete any water rights, <br />storage capacities, or increased yield which would have been attributable to Hidden Valley <br />Reservoir. The system modeling in Section 6.3.3 should probably be revised to incorporate <br />the demands of the expanded District service area and the yield of recently acquired water <br />supply facilities. Some discussion of the plan for augmentation, as discussed in our meeting <br />last Thursday, would also be helpful. <br /> <br />Chapter 7.0. Water Quality <br /> <br />This chapter should be revised to describe the water quality for Stevens Lake sources only. <br />In addition, the report should state whether the quality of the sources (apparently Four Mile <br />Creek and Dutton Creek) is suitable for municipal water supply purposes. <br /> <br />Chapter 8.0. Proposed Plan <br /> <br />The Hidden Valley portion of this chapter could obviously be deleted and the cost estimate <br />for the Stevens Lake enlargement should be reviewed by a design engineer to make any <br />necessary changes resulting from price increases or decreases in the last few years. We <br />assume that the increased capacity and the design proposed in the 1992 CDM report will not <br />change. (This chapter of the report fails to provide the actual increase in capacity or the final <br />capacity of the reservoir.) <br /> <br />Chapter 9.0. Conclusions and Recommendations <br /> <br />The conclusions and recommendations should be revised to correspond with the revisions <br />suggested above. In addition, it would be advisable to add separate chapters for the financial <br />and institutional analyses rather than inclu,de them here. <br /> <br />The financial chapter should include: a description of the existing debt structure of the <br />District; the future debt structure with the CWcB Construction Fund loan and any other <br />contemplated financing; existing and future expenditures by the District for operations, <br />maintenance and replacement of the P A WSD system; a comparison of all revenues and <br />expenditures by year for the period of CWCB debt retirement; and some indication of the <br />financial impact of the project on total indebtedness, rates, and assessments. <br /> <br />The institutional chapter should discuss the status of any contracts, court actions, permits or <br />other items necessary for project implementation. <br />
