<br />as a result of this project. The project will not increase the Company's water storage <br />or supply beyond that water legally decreed and historically used. <br /> <br />E. Project Lands <br /> <br />The South Side Reservoir Company will not change as a result of this project. <br />This project will no broaden the Company service area and will not provide for <br />the irrigation of any new lands. <br /> <br />F. Hydrology and Water Rights <br />F.1 Flood Hydrology - Flood hydrology issues have been addressed in <br />the South Side Dam Hydrologic Assessment, by Mr. Ed A. Toms, P.E., March 9, <br />2002. This hydrologic study has been approved by the State Engineer's Ofllce. <br />As stated earlier, the essence of this study is that the spillway must pass the 100- <br />year inflow flood safely. The study indicated that the spillway lacked <br />approximately 0.4 feet of required freeboard to allow the spillway to function <br />properly during the 1 DO-year flood event. This issue must be addressed to assure <br />the safety of the Dam and to allow the SEO to consider lifting the restriction on <br />the storage capacity of the reservoir. <br />Flood hydrology is not required to size the outlet works. Revisions to the outlet <br />works would occur under "Rules and Regulations for Dam Safety and Dam <br />Construction". Rule 5.A. (7)(d)(III) states that ... "outlets for all dams, except for <br />dams with ungated outlets, shall have an operating or guard gate installed at the <br />upstream end of the conduit. Installations where the gates are located within the <br />dam may not require guard gates if it is determined that the safety inspection of <br />the dam will not require inspection of the outlet upstream from the gate, in <br />accordance with criteria set forth in "ACER Technical Memorandum NO.6" USDI, <br />Bureau of Reclamation, Denver, Colorado, November 1985, which is hereby <br />incorporated by reference into this rule, and does not include later amendments <br />to, or editions of, the incorporated material..." <br />The sizing and capacity of the existing outlet will be maintained as much as <br />possible. <br />F.1 WATER RIGHTS - The SSRC holds two storage decrees for the <br />South Side Reservoir totaling 654 acre-feet, dated 1916 and 1939.
