C. Study Area and Existing Facilities Description

South Side Dam is a small, Class II embankment dam located in Larimer County
near Loveland, Colorado, 40022'06" north latitude and 105006'34" west longitude.
The dam is farther described as being just upstream of Ryan Gulch Reservoir in
Section 27, Township 5 North, Range 69, west of the 6th principal meridian. It is
owned and operated by the South Side Reservoir Company. The SEO identification
number for South Side Reservoir is DAMID # 040213 in Water Division #1.

The dam consists of an earthen embankment approximately 30-foot in height. The
dam crest is approximately 600-feet long and also serves as a county road with an
elevation of 5045.6 (gage height 30.5). The spillway, located beyond the left
abutment of the dam, consists of a concrete control structure just downstream of a
5-foot road cut with an elevation of 5040.6 (gage height 25.5) and well-grassed
sheet flow chute bordered by natural rock outcroppings. Natural rock outcroppings
serve to effectively separate spillway flows from any proximity of the dam. .A 16"
diameter steel outlet pipe with a "center of the dam" gate chamber is part of the
original construction of the dam. The outlet was previously modified to include the
replacement of 20-foot sections on either end of the outlet with 15" PVC pipe. The
gate structure is in need of replacement and the county road interferes with the
existence and operation of the gate chamber. The county road was apparently an
afterthought to the construction of the dam. The advent and presence of modern
day vehicles in close proximity to the pre-exiting concrete gate chamber has created
a hazard to the South Side structure and operations personnel as well as to the
traveling public.

D. Water Demands
The scope of this project includes the rehabilitation of the existing outlet works and
resolution of the spillway issues. No additional water supplies, above or beyond
that which has not been legally decreed and historically used, will be developed in
connection with this project. No new or increased diversions will be made and no
additional storage capacities will be created. The use of the water will not change

15
