<br />. <br /> <br />. <br /> <br />'. <br /> <br />SECTION - II <br />Introduction <br /> <br />CWPDA FEASIBIlIlY STUDY <br /> <br />This report presents the results of a feasibility study that was completed for Colorado Water <br />Protective and Development Association (CWPDA). The objectives of the study were as follows: <br /> <br />1. Development of estimates of future pumping by CWPDA member wells. <br /> <br />2. Development of estimates of future stream depletions attributable to CWPDA member wells. <br /> <br />3. Analysis of potential replacement water sources. <br /> <br />4. Development of alternatives and options for CWPDA to use different replacement sources. <br /> <br />5. Development of a feasible augmentation plan. <br /> <br />6. Determine the financial feasibility of the plan. <br /> <br />The study was initiated in part by the Amend~~d Rules and Regulations Governing the <br />Diversion and Use of Tributary Ground Water in the Arkansas River Basin, Colorado (Amended <br />Rules). The Amended Rules became effective in June 1996 and require the replacement of out-of- <br />priority stream depletions resulting from well pumping. Without replacement, well pumping could be <br />curtailed. <br /> <br />CWPDA was established to help protect and develop underground and surface waters of the <br />Arkansas River Basin. It currently has more than 800 wells in its membership and in 1999 acquired <br />approximately 17,000 acre-feet of replacement water to offset the out-of-priority depletions of its <br />member wells. In the near future, CWPDA must consider the acquisition of permanent water <br />sources through either the purchase or lease of water rights in order to submit an application for a <br />permanent plan for well augmentation with the Colorado Water Court. <br /> <br />This report is organized into nine sections that summarize the results of CWPDA's feasibility <br />study. Each section focuses on a specific component (i.e. pumping, stream depletions, replacement <br />water, etc.) of the feaSibility study. This will aid the review process and reduce the cost of <br />incorporating the comments that may be received from the CWPDA Board and its attorney, Sandy <br />MacDougall. <br /> <br /> <br />CWPDA: Sec-' I <br /> <br />10/7/99 <br /> <br />Page 1 <br />
