.

purchased. The estimated annual cost of this water is about $197 per acre-foot or a total of
$32,200.

With respect to the Rule 3 and non-municipal RulEl 4 and 5 wells, about 12,200 acre-feet of
replacement water is Fry-Ark Project water and leased consumptive use water from several sources.
The annual cost of this water is $6.50 to $10.00 per acre-foot. Replacement water to be purchased
is estimated to be 5,400 acre-feet at a cost of $675 to $3,400 per acre-foot. The cost of purchasing
additional water to be stored and used during a drought was also analyzed. The cost of this additional
water (0, 1,707, 3,414, and 5,120 acre-feet) is assumed to range from $6.50 to $3,400 per acre-
foot. The results are provided in Table 1-4.

In Table 1-4, it can be seen that the total cost to provide replacement water to Rule 3 and non-
municipal Rule 4 and 5 wells ranges from $6.3 million to $38.9 million. The overall average annual
cost per acre-foot ranges from $19.75 to $105 per acre-foot. The least costly scenario is if CWPDA
can lease 12,200 acre-feet at current lease prices and purchase about 5,400 acre-feet at $675 per
acre-foot and drought period supplies at $6.50 per acre-foot, which is the present cost of Fry-Ark
return flows.

.

.

I TABLE 1-4 I
Economic Analysis Summary
I Option 1 OIPtion 2 Option 3 Option 4
Scenario Additional Additional Additional Additional
Water: Water: Water: Water:
0 1,707 AF 3,414 AF 5,120 AF
TOTAL COST
-
5,400 AF @ $3,400/AF
Additional Water @ $3,400 IAF $20.98 mil $26.94 mil $32.91 mil $38.86 mil
5,400 AF @ $675/AF
Additional Water @ $675 IAF $6.27 mil $7.58 mil $8.89 mil $10.20 mil
5,400 AF @ $675/AF
Additional Water @ $6.50 IAF $6.27 mil $6.47 mil $6.67 mil $6.86 mil
ANNUAL COST PER ACRE-FOOT
5,400 AF @ $3,400/AF .
Additional Water @ $3,400 IAF $66.12 $80.52 $93.50 $105.26
5,400 AF @ $675/AF
Additional Water @ $675 IAF $19.75 $22.64 $25.25 $27.62
5,400 AF @ $675/AF
Additional Water @ $6.50 IAF $19.75 $19.32 $18.94 $18.59

CWPDA: Sec I

10/19/99

Page 1 0
