I I . PROJECT FORMULATION

A. Authorization for assistance is through the Colorado
Water Conservation Board Loan Program that was
developed to address needs of local ditch companies.

B. Alternatives

1. Do nothing.
2. Construct all structures out of concrete.
3. Construct all structures out of a combination
steel and concrete, which is the preferred
alternative.

4. The reason the preferred alternative was selected
was because of the lower cost.

C. Feasibili ty

1. Each structure will cost approximately $5333.31
for material and installation. Total project cost
would be around $69,333.03.
2. Possible sources and availability of cost share
funds would be through the CWCB Loan Program and
in-kind funds from the Company. NRCS will provide
technical assistance and quality control. If the
Company does not qualify they would fund the
project on their own.
3. Benefits include becoming more efficient in water
delivery throughout the system.
4. A 404 permit is not required to construct the
structures throughout the ditch system. The field
office staff will also complete a cultural
resources inventory and environmental evaluation.

III. DESIGN REQUIREMENTS

A. Site Investigation

1. Survey data needs were accomplished in July 2003.
2. Geology/soils investigation requirements were met
by researching a soil survey.
3. Utilities and property boundaries were identified
with the Company. There are no other site
constraints associated with the project.
