<br />C. Client/Sponsor Information <br /> <br />1. The Rio Grande and Piedra Valley Ditch Company is <br />a mutual ditch company and a non-profit <br />corporation registered in the State of Colorado. <br />NRCS will be a sponsor for the project and will <br />provide technical assistance. The Colorado Water <br />Conservation Board (CWCB) will be another sponsor <br />with funding under the construction loan program. <br />2. The Company's objectives are to replace the old, <br />wooden and decaying structures throughout the 9 <br />miles of ditch system. <br />3. The Company has a commi.tment to follow NRCS plans <br />and specifications because they will be more <br />efficient by replacing the wooden structures. <br />4. The Company has the capability to fund their 25% <br />of the project. <br />5. Proposed constructi.on will be Fall 2003. <br /> <br />D. Background Information <br /> <br />1. The project is located in the main ditch of the <br />Rio Grande and Piedra Valley Ditch system. There <br />are 13 wooden check structures that have been in <br />place in the system for over 40 years. They are <br />old, worn and in various states of decay. The <br />company would like to replace them this year <br />especially due to the drought situation. The <br />water will most likely be turned off in the next <br />month, which will leave the system dry for the <br />remainder of the summer. Access into several <br />sites will also be made easier due to the drought <br />drying up the meadows. <br />2. NRCS conducted a site visit with the Company on <br />July 10, 2003 to look at the decaying structures <br />and to map the location of each structure. <br />3. The Company will be exempt from 404 permitting by <br />Statutory exemption, 33 CFR Section 323.4(a) 3. <br />The Army Corps of Engineers will confirm this. No <br />other permits are applicable. <br />4. Compliance of NEM, Part SOlon repair jobs does <br />not apply. <br />
