<br />, l' <br /> <br />"t <br /> <br />The selected alternative, No.4, will complete two large reservoirs with combined storage <br />capacity of2000 acre feet. Since the reservoirs are located within the 100 year flood <br />plain, they are part ofa flood plain design by Lidstone & Anderson of Fort Collins, <br />Colorado. <br /> <br />Three pumping plants will be installed, two in the west lake and one in the east lake, with <br />combined maximum capacity of 5000 gallons per minute. The distribution system is not <br />yet fully designed, but will consist of approximately 67,000 linear feet of pipe ranging in <br />size from 4 inch to 10 inch diameter, along with all associated valyes and fittings and <br />individual taps for each user. Pumps and filters will be fully automated and computer <br />controlled. <br /> <br />The estimated cost of the completed project is $5,701,067.50. The cost breakdown is <br />described on the attached Appendix D. <br /> <br />Facilities Construction Schedule <br /> <br />Earthwork is expected to be complete by December 31, 2002. Engineering design of <br />headgate, intake and pumping facilities should be complete by January, 2003 and <br />construction ofthe first phase of these items is expected to begin by February, 2003. <br />Erosion control and other miscellaneous items will be done during the winter of 2002- <br />2003. Construction of distribution pipe and appurtenant items will begin during tht: <br />autumn of2003. <br /> <br />Permitting <br /> <br />All necessary permits are in place, including the US Army Corps of Engineers 404 <br />Permit. All necessary easements and rights of way have been acquired. <br /> <br />Loan Request <br /> <br />The total estimated project cost is $5,701,067.50. Ofthis cost, approximately <br />$2,795,000.00 will be spent on earth work associated with the creation ofthe lakes. The <br />lakes will be owned by the developer, Trollco, and not the borrower, although the cost for <br />this earth work will be paid by the borrower to Trollco. All other components and <br />property relating to the project as described on Appendix D, will be owned by the <br />borrower, Poudre Tech Metropolitan District (headgates, wells, pumps, power supply, <br />pipes, etc.). We would like to request a loan for a 20 or 30 year term based on 75% to <br />80% of the total project cost. If there is an issue relating to whether the Colorado <br />Legislature can loan funds for the earth work amount, then obviously, the requested loan <br />amount would need to be decreased by the $2,795,000.00 earth work cost. The loan <br />would be repaid by the District through reyenues raised as a taxing authority. <br />
