<br />,. , <br /> <br />Economic analysis <br /> <br />The economic benefit of the project is great by any measure. The projected saying in tap <br />fees compared to that which would be paid in a subdivision without a dual water system <br />is 6,122.00 per lot at today's rates. The projected saving in monthly water rates is <br />conservatively estimated at 240.00 per year, which computes to a future value (30 years <br />@ 5.00% interest) of 16,645.00. The sum of these two numbers divided by the cost of <br />the project: (16,645.00 + 6,122.00) times 1,500 units /5,701,067.50 is 5.99 or a <br />costlbenefit ratio, or essentially 6.00. <br /> <br />Social and Physical Impacts <br /> <br />The major social impact of the project will be that housing will be more affordable and <br />more people will be able to afford to liye in a very desirable neighborhood. The strain on <br />public improvements (water treatment plant) will be lessened and scarce resources will be <br />conserved. The project will have essentially no negative physical impact, as the <br />infrastructure will for the most part not be visible. Positive physical impacts will be the <br />aesthetic value and recreational potential of the lakes as well as the beauty of the open <br />spaces. <br /> <br />Conclusions <br /> <br />1. Poudre Tech Metropolitan District is a vital and established entity in the <br />community and within the State of Colorado with the ability to enter into a <br />contract with the CWCB for the purpose of obtaining a Construction Fund loan. <br /> <br />2. Rights-of-way easements and permits are adequate for the construction of this <br />project. <br /> <br />3. The project would proyide for the most efficient deliyery of water to the <br />subdivision. <br /> <br />4. The project would conserve water which would otherwise be lost to down-stream <br />interests or from the drainage entirely. <br /> <br />5. The total estimated cost of the project is $5.7 million and this will be financed... . <br /> <br />6. Poudre Tech Metropolitan District is eligible for a loan from the CWCB because <br />the project is necessary and desirable to conserve and store water, ease the strain <br />on public improyements and make the deyelopment more affordable for the <br />public. <br />
