'I <br /> <br />~ <br /> <br />Tabor Issues <br /> <br />In a 1994 election, the indiyiduals effected by the District authorized the District to incur <br />$5,720,000.00 of debt in connection with this project, which amount exceeds the <br />estimated project cost. Counsel for the District is White and Associates, P.C., 8005 S. <br />Chester Street, Suite 125, Englewood, Co 80112, (303) 858-1800. <br /> <br />Project Service Area <br /> <br />The Project will supply raw water for irrigation to Water Valley South and Hilltop <br />Subdivision, both located within the Town of Windsor, with a combined composition of <br />about 1500 residences, 50 acres of commercial area and more than 100 acres of open <br />space. Maps of the two proposed service areas are enclosed in the map pocket of this <br />study report. <br /> <br />The lakes to be used as storage reservoirs (as well as recreation) were started as gravel <br />mining areas and then enlarged for this project. The lakes are lined with about 15 feet of <br />clay and certified by the State Engineer's office as meeting the criteria for ground water <br />exclusion. This means that no mitigation for ground water evaporation is required, nor <br />can project water be lost to the ground water alluvium. <br /> <br />Project Alternatives <br /> <br />Since the objectiye of this project is to utilize direct flow water rights appurtenant to the <br />land being developed, for all irrigation needs of the deyelopment, the following <br />alternatives were considered: <br /> <br />1. No-action <br />2. Trade water rights to the Town of Windsor for the right to use treated water for <br />irrigation. <br />3. Construct a distribution system with a small holding pond and pumping plants. <br />4. Construct the reservoirs and pumping plants as designed. <br /> <br />Alternative No.1 - Not acceptable because valuable water rights could not be used. <br /> <br />Alternative No.2 - Not acceptable because of the previous agreement with the Town of <br />Windsor and because treating water for irrigation is not cost effectiye <br />oyer a long period of time. Also, the Town has no way to store <br />water during high flow periods for later use. <br />Alternative No.3 - Not acceptable since only part ofthe ayailable water could be used <br />without a means of storing it during periods of high flow. <br />Alternatiye No.4 - Selected since is the only approach which meets all of the project <br />objectives, including cost effectiyeness. <br />
