North Platte Roundtable Meeting Minutes 01.16.08 <br />Debbie A. checked with extension offices in other counties, they said the data could be <br />valuable, but Rick's question was valuable as well as far as confidentiality is concerned. <br />Paula B: sometimes with a federal action, private landowners have to PAY to have the <br />information taken, and this is a way to get the information and have it paid for. It could <br />help landowners in some cases. <br />Barbara V: remember the endangered species act has no power over plants on private <br />lands. <br />Barbara decided to get Defuse Culver from the CNHI' on the phone to answer the <br />questions that came out during discussion: <br />Denise C addressing Rick's lawsuit question: Because of the Freedom of Information Act <br />(FOIA), being part of CSU, CNHI' could get a request like that, or get summoned to <br />court. If there was a lawsuit, and they were required by the state, CNHI' has to give up <br />the information. That could happen. It has never happened before, but it has happened <br />from the FOIA. <br />Denise C addressing decreasing the basin or state account obligation: CNHI' doesn't <br />expect more fiinding from the USFS, they don't thii~lc they're going to see a lot more <br />cash, but if they do, she would re-do the budget to reflect that (only if the fiinding <br />exceeds $10,000). <br />Kent clarified the question, would she refiind basin account or statewide account money? <br />Denise: she would be fine with refunding the basin account. She will readjust the budget <br />and subtract $17,000 from the basin account. <br />Debbie A: do you have an acreage amount that you're anticipating covering this summer? <br />Denise C: not sure <br />Rick W: Expressed concerns to Defuse about the endangered species act and delineating <br />wetland boundaries. Also had concerns about landowners, he doesn't want to force <br />landowners into thii~lcing they have to agree to do the CHNP survey, just because the <br />roundtable approved the project, but that they have a choice. <br />Defuse C: we will not be delineating wetland boundaries according to the army corps of <br />engineers. Endangered species act has no bearing on private land. <br />Discussion about 404 permits <br />Barbara V: addressed Rick's "stamp of approval" comments: maybe put a notice that <br />roundtable doesn't advocate landowners saying "yes" or "no."? <br />Carl Trick IL this study, if funded, doesn't satisfy the mandate of our non-consumptive <br />needs assessment, not fully, correct? <br />Denise C: correct. We will be working with CDM. <br />Barbara V: The wetland inventory is one line item of the needs assessment <br />
