Audits <br />The annual audit shall be made each year as soon after the close of the fiscal year as possible by a <br />certified public accountant, who shall be selected by the Board, and copies thereof shall be filed with the <br />State Treasurer and the State Auditor. <br /> <br />Such audits shall conform to the "Colorado Local Government Audit Law", being C.R.S., S29-1-601. <br /> <br />Section 3. Annual Budget <br />The Board shall adopt an annual budget no later than the regular November meeting of the District for <br />the ensuing year, pursuant to the "Lc;>cal Government Budget Law of Colorado", Part 1 of Article 1 of <br />Title 29, Colorado Revised Statutes 1973. . <br /> <br />Section 4. Fiscal Rules. Resolutions <br />It shall be the responsibility of the Secretary-Treasurer to receive, care for and disburse the funds of the <br />District. He/she shall have the discretion to delegate any or all of these duties to the Manager. <br />Disbursement of District funds shall be countersigned by either the Manager or the Administrative <br />Assistant. It shall be the responsibility of the District to provide a surety Bond for the Manager and the <br />Administrative Assistant in an amount ordered by the District Court. C.R.S., S37-45-114. <br /> <br />The Board may adopt such other fiscal roles, arid resolutions, or both, as the Board deems necessary for <br />the receipt and payment of operating and capital funds for the District. <br /> <br />ARTICLE VI - CHANGE OF BYLAWS <br /> <br />Section 1. Procedure <br />These bylaws may be altered, or repealed and new bylaws or portions therein may be adopted by the <br />District at any regular meeting or at any special meeting, if proper written notice, as provided fqrin <br />Article IV, Section 5, is given of such intention to alter, or repeal or to adopt new bylaws at such a. <br />meeting. . <br /> <br />ARTICLE VII - SUSPENSION OF BYLAWS <br /> <br />Section 1. Procedure <br />Allor any portion of the provisions of the bylaws may be suspended by. unanimous consent of the <br />members constituting a quorum present at any meeting of the District. . <br /> <br />Section 2. Amendment <br />These bylaws may be amended by a majority vote of the Board members present.
