Part B. - Deseription of the Project
1. Name of the project or fucility: Pickering Reservior

2. Purpose of this loan application. Check one.
XXXXX New project
Rehabilitation or replacement of existing facility
Enlargement of existing fucility
Emergency Repair
Other ( describe)

3. If the project is for rehabilitation of an existing reservoir, is the reservoir currently under
a storage restriction order from the State Engineer? NIA

4. General location of the project. (please include county, and approximate distance and
direction from nearest town, as well as legal description, if known.

The proposed dam and resenoir are located in Grand County, Colorado in the NWl/4
of Section 8, 1. IS., R. 78W. (ri" PM). The project is about 10 miles south of Parshall,
Colorado.

5. Please provide a brief narrative description of the proposed project including purpose,

need, facilities, type of water uses to be served and service area. Attach separate sheet, if

needed:

The WilliolllS Peak Ranch owns a valid conditional water storage right for the existing
Sylvan Resenoir, which was recently rehabilitated (200()"2001). Further enlargement
of this existing dam and reservoir to accommodate the conditional storage right is
infeasible because of unknown and questionable foundation conditions under the dam
embankment. Therefore, it is proposed to constnu:t the new "off-channel" dam and
reservoir at a separate locatio" about one mile west of Sylvan Reservoir (See maps).
From our initial inspections, this site appean to be an excellent location for a dam and
reservoir and can easily be supplied with water diverted from Littk Muddy Creek via
the Sylvan Feeder Ditch and the outlet from Sylvan Resenoir.

The proposed project (penny Pond) is intended to provide supplemental irrigation
water supplies for the Applicant's Wlllioms Peak Ranch (Skylark Creek, Battle Creek
and Mule Creek basins) and for water usen under the Lymon Ditch and the Big Lake
Ditch, both of which divert from the Williams Fork River. The Wlllioms Peak Ranch
acreage would receive waJer by "exchange". The stored water would be released into a
small drainage that is tributary to the Williams Fork River.

The proposed project includes the construction of an earth embankment on a small un-
named tributary of the WiUiams Fork River. Preliminary investigations indicate
construction of an earth-fill dam approximately 65 feet in height and with a crest
I
