describe any existing operational or maintenance problems. Attach separate sheets if

needed, and a map ofthe service area (Map Attoched)

Among other water rights and water interests, Williams Peak Ranch owns
and operates Sylvan Reservoir, located in Sections 4 and 10, T. IS., R. 8Jv. The
source of supply for this off-stream reservoir is Littk Muddy Creek, a tributary
of the Colorado River near Parshall, Colorado. The reservoir is filled using the
Sylvan Reservoir Feeder Ditch with a decreed capacity of 76.8 cfs.

Water stored in Sylvan Reservoir is rekased for irrigation of approximately
BOO acres of meadow hay at the locations shown on the attached Figure 2.
I" addition, the Sylvan water rights are the subject of a pending water rights
change case (Case No. 9BCW292) in which the rights can also be used as a
source of augmentation (replacement) and exchange for a number of direct
flow irrigation water rights in the Skylark Creek, Battle Creek and Mule Creek
drainages.

Water is stored in Sylvan Reservoir pursuant to an absolute storage water
rightdecreedfor 1,133.75 acre-feet. In addition, W!lliamsPeak Ranch owns a
conditional water right for the reservoir in an itkntical amount, 1,133.75 aCre-
feet, with an adjudication date of August 3, 1911 and an appropriation date
of November 3, 1907. In order to make use of this valuabk water right, it is
proposed to construct a new reservoir in close proximity to Sylvan Reservoir
and to store excess runoff during the peak snowmelt season. Water stored in
this new reservoir can then be released directly to the Williams Fork River to
suppkment direct flow i"igation diversions (A) in the Battle Creek,
Skylark Creek and Muk Creek basins; (1) in the Lyman Ditch (also owned
by Williams Peak Ranch); (3) in the Big Lake Ditch and (4) other
downstream diversions on the Williams Fork and Colorado rivers.

As with most irrigation systems, there is always a need for storage to
regulate the spring runoff and to provide a more consistent source of supply
during the mid-summer months. The proposed reservoir would add to this
capability.

Maps showing the locations of Sylvan Reservoir, the present and alternative
locations of irrigation and the proposed reservoir site are attached.

For existing facilities indicate: (N/A)
Number of shareholders or Number of customers served
Current Assessment per share $ Number of shares
Number of acres irrigated: BOO at Svlvan and l!Pproximatelv 530 acres in the Skvlark.
